Mark Rolfe Bio

Mark Rolfe has worked for the Connecticut Department of Transportation for 37 years. During his career he has led some of the largest programs undertaken by the Department including: the reconstruction if I-95 in Bridgeport, CT, Fastrak, and the new Pearl Harbor Memorial Bridge in New Haven.

Mr. Rolfe was named Chief Engineer in 2017 and appointed Deputy Commissioner in 2019. As Deputy Commissioner he works closely with the Commissioner and the executive management team toward delivering on the Department’s mission to provide safe and efficient intermodal transportation system for Connecticut.

The Future of Passenger Rail in Connecticut

Connecticut’s passenger rail system includes the New Haven Line (Metro-North Service), Hartford Line, Shoreline East, and Amtrak express/local service. Two major rail planning initiatives have recently been published which have the potential to reshape passenger rail service and infrastructure across CT. Time for CT contemplates a comprehensive upgrade of the New Haven Line with a goal of reducing the travel time between New Haven and New York City by as much as 25 minutes. Connect NEC 2035 is a multi-state planning effort to develop a detailed and efficient sequencing of rail infrastructure improvements over the next 15 years. If implemented, these complementary programs will advance many overdue projects, improving rail service and significantly reducing the state-of-good-repair backlog.
